If he was everything you say he is at this point, he wouldn't be sitting there in the 7th rd.

His lack of instincts and ability to read and react is his biggest knock and makes him a liability in the run game.

The ability to do these things isn't something that develops overnight if they even develop at all.

Every player has flaws. The reason Jacobs is in the 7th round is becuade he isn't very good in coverage, gets caught out by PA, and can be overly aggressive.

His blocking shedding , run fits and blitzing are all starter level traits he has. Which is why he will be in competition with Brown for the Sam spot.
