Mayor Khan has also said that he would like his city to eventually land an NFL franchise.  

"The dream is to have a permanent NFL franchise based here," Khan said. "There are a couple of teams interested -- it takes 75 percent of the 32 teams to vote for it, if it's to happen."

Put the pieces together, he has only met a couple owners and some of them are interested in moving, I think its pretty obvious its us.

Interesting that the source article (which was before Khan offered on Wembley) mentions the NFL being excited about the new " new Tottenham Hotspur stadium " and agreeing already to a 10 year contract to play 2 games a year there.
