I'm not saying he's moving them one way or the other, just the money he's in it now, isn't all that much in his world. Build the Shipyards, then that would make me believe.

Projects of this size/scope don't magically break ground immediately.  The shipyards project in particular is one that has to go through all sorts of hoops before they can put a shovel in the dirt.  The lot J project will actually break ground sooner since they have more control over the land.  They're saying January/February.  

Couple that with other investments Khan has made in Jacksonville, and it makes little to no sense that they'd move the franchise over there unless the fan base here completely turns their back on the team.  The fans stuck it out through some pretty miserable seasons, so I don't see that happening.
