Marrone said he looks forward to developing Lee. They know he has issues and feel they can correct those issues.

Tanner Lee is at least on the PS if not the actual roster. The only chance he's not is if he's waived with the intention of adding him to the PS but another team claims him off waivers. 

I think he'll be cut and replaced by another team's castoff QB. Nobody else is gonna pick him up.
