The Tower Commission report was just a updated summary of what Lebannon leaked already, they couldn't even subpoena anyone, so if you are basing your knowledge and research off of that alone, you need to do more work.

The Tower Commission is the official report, such as it is, and the Congressional report, created by the opposition party no less, also left the matter undetermined on Reagan's involvement (though not his ultimate culpability as is proper).
