Initially the push back against marijuana was rich white people VS immigrant Hispanics.
More push back came from the textile industries and further push from big pharma.
You can look to the crack epidemic of the 80s and 90s if you want to see your government policing drugs in a way that impacts the black community.... (cocaine was a lighter sentence than it's almost equivalent "crack")
but to say that weed is kept illegal federally to "bring down the black man" is silly. If you're referring to the amount of blacks incarcerated for non-violent drug charges, you could have an argument on that, but I don't think the correlation can be made that because more blacks are incarcerated that is WHY the plant is still deemed a drug and illegal. (Two different issues)

On one hand, I personally don't care what people do in their personal lives and/or in their homes. If someone wants to smoke a joint to relax after a day of work or while socializing on the weekends, I don't see any problem with that.
On the other hand, I have heard of and seen cases where people are smoking marijuana while on break at work. This includes places where dangerous machinery is used and regardless of my personal opinion of marijuana use, a person should not be operating machinery, driving, etc. while impaired... especially on the job.
To go along with that, at the place that I work at we handle classified information and have to have a security clearance. A person that can't pass a drug test displays poor judgement and therefor cannot hold a security clearance.
It's case by case really. I am honeslty probably high somewhere around 90% of every waking minute of my life and 2 years in a row with my current company I ranked #1 in the entire northeast.
I drive with no issue, I go to the gym, I play sports and video games. There are no Ill effects besides some cotton mouth.
I honestly don't think I would be as productive without using it.
On the flip side, I know people who use marijuana and then 15 minutes later you're hanging out with the equivalent of a bag of sand.
My philosophy when it comes to using while working... As long as it isn't negatively impacting your work, or putting the company at risk, I don't care what you do as long as you show up on time and can perform your duties.
I've always called marijuana an enhancer.
If you're artistic, it'll help you get your Jim Morrison on. Lady Gaga has been quoted as saying she smokes a lot when she writes music.
If you're into being up and moving and getting and going... Marijuana will enhance what you already enjoy doing (shopping perhaps?)
If you're a gamer... it'll help you zone in on your first person shooters.
If you're a lazy tool, marijuana will make you an even lazier tool.
