You can look to the crack epidemic of the 80s and 90s if you want to see your government policing drugs in a way that impacts the black community.... (cocaine was a lighter sentence than it's almost equivalent "crack")
but to say that weed is kept illegal federally to "bring down the black man" is silly. If you're referring to the amount of blacks incarcerated for non-violent drug charges, you could have an argument on that, but I don't think the correlation can be made that because more blacks are incarcerated that is WHY the plant is still deemed a drug and illegal. (Two different issues)
