There's zero reason Lee should "figure to start" outside of his paycheck.

"Figure to start" isn't exactly some etched in stone proclamation. It's just an estimation. 

Estimating that Lee will start seems like a fairly wise estimation to me, but it is definitely up in the air until they see exactly what they've got in Moncrief and decide on a primary slot receiver.
