Khan can move the Jaguars at any time. It appears he does not have enough move votes harvested at this time. He can still move without approval. With all the revenue streaming in from owning Wembley arena, Khan is able to off-set any extrication expenses.

England is doing everything within their power to capture an NFL franchise for display. A lot of Roman blood mingling with the Viking vandals.  They've always had a taste for the gladiator games. 

It's not so much that they care about American football, it's the sense they have conquered a big piece of Americana. From there they will continue to de-construct the NFL until there's nothing left. At that point, soccer will fill the void, and America will return to colony status under a crown head.
