It's not that he needs to be there for the construction to start, it's that the deal isn't finalised and him being the owner would need to be there to dot the i's and cross the t's, so to speak. Shad meeting with Abramovich to discuss a temporary move? The American media outlets are even worse than the UK ones, it seems..

Yeah basically the UK Authorities have been messing him around, so he's saying he'll just scrap the plans which would generate a lot of jobs and investment in the area. It's the big boys version of saying "screw you guys, I'm going home"
