ALMOST but not quite...The new (at that time owner of the Rams) had made no secret he wanted to buy a NFL team and put it in LA...He already had funding and the property to put it on, and approval to build it...He openly tried to buy the Jaguars from Wayne Weaver but Wayne said no...He openly said he would not begin construction on the new stadium in LA until he owned a NFL team...He bought the Rams who were having stadium issues and moved them to LA...It was no secret that once he bought the Rams they would wind up in LA

The difference between Kroenke and Khan is that from the day he bought the Rams Kroenke never put a single dime into the St. Louis market or stadium. His only real action concerning the stadium was to take the city to court over the lease. That ended up him winning the suit and essentially getting a year-to-year lease which he could break at will.

Khan by contrast, has put millions into the team, stadium, and the city in general, both before and after the Jaguars started playing games in London.
