It's a BS Law

This law requires that the petitioner (the relative in your scenario) makes an affidavit under oath "stating the specific statements actions, or facts that give rise to a reasonable fear of significant dangerous acts by the respondent."  If the petitioner makes a false statement, he or she has committed a third degree felony per this law.
