By trading back only one spot (spot swap), the Browns would pick up their targeted player not being targeted by the Jags, and the Jags pick up an additional pick(s) in the draft. The Jags get their guy at pick #4 without risk someone else chooses the player. If you trade back beyond pick #4 in this example, the Jags would be risking their targeted player is gone before they pick.
