According to the 2018 NFL rule book a fumble is defined as:

"...any act, other than passing, successful handing, or legally kicking the ball, which results in a loss of player possession." (Rule 3, section 2, article 5).

Control isn't specifically mentioned. There are different caveats that vary according to the scenario in question (for example the tuck rule).  The receiver still had possession when the knee touched. Given this and how the replay should only be used to reverse a call on the field if there's clear visual evidence, I'd say Jaguar fans have a right to be ticked.  Also the fact that the next play got off before the replay whistle but they blew it dead anyway. That's not supposed to happen.
