That's fair. Roughly 5 new starters (including the QB) playing a new playbook could be called an offensive rebuild. 

The defense won't be rebuilt tough.

 And it's still anyone's guess where Coughlin and the Khans go with their GM and HC decisions in my opinion. While I could easily see them cleaning house, I wouldn't be the least bit shocked if it's only a change at both coordinator spots.

Honestly it wouldn't surprise me if they only bring in a new OC, they've shown a great deal of patience / reluctance to make change 

It's kind of a semantic issue with the whole 'rebuild' thing. There should be a stronger word than rebuild for what happened post-Gene.
