He's got final say. I originally interpreted that as meaning that if there was a disagreement between Caldwell and Marrone, Coughlin would choose the winner. Based on what I've read this year, I'm starting to think that means that Coughlin makes the decisions on personnel, draft picks, etc., Marrone coaches the team, and Caldwell is a glorified scouting director.

Pretty much other than the Caldwell part. He essentially ran the draft sides of things but he absolutely would have had input on everything else too, even if he didn't always get the final say. 

For instance by all accounts Caldwell talked Tom into Blake. It's evident that Tom didn't want to step on too many toes early on and be completely bullish.
