Hey, and trust me, I'm not claiming the greatness of the Steelers finding good QBs all the time: Between Bradshaw and Ben we suffered with Mark Malone, Cliff Stoudt, Bubby Brister,  Neil O'Donnell, Kordell Stewart, Mike Tomczak, Tommy Maddox. O'Donnell was, meh, serviceable, and Kordell had one decent year, but other than that, I'd say that was 20 years of bad QBs. 

And, I believe Mark Brunell was underrated. In his prime, he wowed me a lot (and I hated him then). He had terrific accuracy, could move around, throw deep - very good QB. Those late 90 teams had potent offenses - both rushing and passing. Had he played in the current environment, he probably would have thrown for 4,000 a season, every season.
