If every play is reviewable, them no refs are really needed.

Refs are needed for certain calls on plays that are subjective like holding calls as well as policing certain things that happen on the field like breaking up fights. I think most of the reason they are as heavily leaned on is to maintain the pace of the game. so I doubt there is a situation where you completely get rid of them.

But some things need to be reviewed because allowing their decisions to dictate to outcome of a game cannot happen.
