The league has to look at DPI and OPI and make a decision in what actually makes it a penalty. It's so subjective and some contact is OK but not other. I just wish common sense could prevail. I also wish refs could be smart enough to see when a player is just trying to initiate contact to draw a flag and not throw a flag.

The Rams knew the refs were reluctant to throw a flag and end the game so they took the chance with PI and the refs luckily swallowed a whistle and ended up deciding it that way.
