There may be campaign finance violations in there, but unless the report is overflowing with huge ones, I don't see anything impeachable. If he ordered Michael Cohen to pay Stormy Daniels off with campaign funds, that's a problem. Won't know what's in there until we see it. I have a feeling it will be enough that if Republicans were so inclined, they could nudge Trump into retirement.

The precedence shows that this issue would not remotely be in the ballpark as impeachable. Otherwise, the last President would have been in prison with countless other political figures. It could cross the line from civil to criminal if it is proven that Woman-2 was paid from contributions during/after 2016, not before. Non starter unless Cohen pleads guilty and is charged with intentional commission during the election process. DOJ could at that point attempt to prosecute. Even then, 52 U.S. Code 30116 and 30118 are pretty specific on contributions and limitations. It would be a reach to consider Woman-2 a political party affiliate, committee, deligate, representative, etc. to which the contribution benefits the Presidential candidate. In any case, Cohen didn't have access to campaign funds as that would have been either Bradley Crate or Tim Jost.
