They were actually fraudulent H2-B visas discovered through review. In California they are know illegal (undocumented) immigrant day laborers. The Napa Valley is well know for this fact. Day Labor Centers were built to help with job hunts, transportation, and navigating the system as an illegal. There have even been community housing centers bulit specifically for illegal immigrants. Florida, Colorado, Texas, and many other states have an illegal issue as well but unlike California, haven't resorted to breaking Federal law to offer enabling services.

The issue isn't immigrant labor itself but that of the non-visa illegal type. Sanctuary cities are breaking Federal law. Should not and can not get to the point where you can pick and choose what laws apply and what ones do not. Nothing hypocritical in identifying the difference between legal and illegal.
