For prostitutes who are voluntarily engaged in the profession, this would be true. 

Unfortunately this is not the case for a very large percentage of sex workers in the US and abroad. 

They are essentially slaves who are part of a very ugly and widespread human trafficking epidemic. 
And this is absolutely the case for Kraft's situation.
He was caught as part of a trafficking investigation. 
This is NOT a victimless crime. 

These girls are often pulled from poverty and promised a legitimate job overseas only to be bullied and controlled by a criminal network that forces them into prostitution.  Involuntary addiction to drugs is a common technique by the criminals seeking to control these victims and violence and threats of violence to their families are almost always employed as well. These are the girls working at the rub and tug joint that Kraft visited. 

It's not at all like calling a back-page American-born escort named "Candy" in Vegas. Which is what he should have done as you seem to suggest.
