I definitely would not do as you suggest and trade a 2nd and a 3rd.   I might give up a 4th round pick for him.

It could say something about Rosen. It could also say that Kingsbury wants to pick his own QB to run his offense. Or could mean that Keim who hired a coach, gave him nothing to work with, fired him after one season, and then hired a college coach that was fired from his last job and has zero NFL experience may not really know what he's doing.

It's probably a combination of all three, but you have to figure out what percentage each one of those weigh into the decision should this actually come to fruition.
