Myles Jack is going to play MLB in 2019 and he should absolutely be given that opportunity. 
If he pulls it together - he's a prototypical stud MLB and you pay him to stay and replace Telvin with Williams in 2020. 
If that doesn't work out, then they have TONS of options next year by having Jake Ryan, Quincy Williams, and others on the roster. 
Jack is a fantastic athlete that will probably show a better mental side of playing the middle this season.
By the same reasoning - it's likely Telvin Smith shows up in June and plays very well on the weak side this season. 
80% of the errors made by these two last year were mental errors. Gap discipline from Jack and mental lapses in coverage from Telvin. That stuff is very fixable.
If those things don't come together, they have options. I'm surprised at all of the hand wringing over this. 
There is no dire situation here.
