the Congressional Research Service is employed at the pleasure of Congress.
But the website I linked you to was from a group that includes members of Congress from both parties, with the purpose of taking CRS reports and distilling them into more easily understood pieces.

The majority party has more ability to steer what questions CRS asks and what data it uses to answer them.

I don't dispute that there are higher wages and more jobs.
I dispute that Trump deserves any credit for this.
