 I think your assessment is heavily influenced by the injuries that devastated the team last year.  The oline alone was so devastated that both the run game and passing game adversely affected.  Lenard was injured, lee was out, and the list goes on.  Blake regressed to his old windup and that slowed his release and affected his accuracy. Poor ball placement and his lack of downfield accuracy was terrible.  I rarely use injuries as an excuse but 2018 was the worst I think the team has ever dealt with.  This will be the first year with an accurate passing quarterback that can see the field and read defensives to [BLEEP] where the open receiver will be and place the ball where only the receiver can catch it.  So I believe this will be the year where we can get a true picture of just how good our receivers and tight end are.  So any projected placing of the offense taking into consideration last years performance is fare from accurate using that data. We will all have a much better chance to position the offense after this year.
