-Trump didn't have to testify. Smart he didn't fall for the "false statements" trap. In any case, he did respond to a set of Mueller questions as agreed upon that you can find starting on pg. 418/Appendix C-3
-Scope of investigation can be found on pg. 396/Appendix A-1. Pay attention to © "If the Special Counsel believes it is necessary and appropriate, he Special Counsel is authorized to prosecute federal crimes arising from the investigation of these matters."
-See pg. 393, IV. Conclusion. No evidence or not enough to support the legal standard of prosecutorial judgment/charges in reference to the whole of the President's conduct. You know, that pesky innocent until proven guilty beyond a reasonable doubt.
