That's part of it, the other part is the players have seen this front office whiff on the QB position time and time again. Passing on guys like Watson and Mahomes while sticking with Bortles for way too long, coddling Bortles and giving him an unnecessary/undeserved extension etc. This front office has spent lavishly on free agents under this regime over the years but doesn't want to pony up the necessary cash to extend one of their on in Yan. Important to note that pre-Coughlin , Caldwell did retain ascending players he'd drafted or signed. (Hurns, Linder & Telvin etc)

Since Coughlin arrived, that trend has changed somewhat. The F.A. signings have seen an uptick since he arrived - and the Bortles extension came under Coughlin's watch as well.   

However, the Jags did indeed offer Yannick a very lucrative deal and there's still a very good chance the two sides reach an agreement on an extension before camp wraps. 

I don't think any of this deems the F.O. incompetent as they'll be able to get some cap relief next year and retain Ramsey. They've just painted themselves into a corner this year a little bit with cap space and what they can offer Ngakoue. 
If they somehow fail to lock up Ngakoue and Ramsey  - and Foles doesn't pan out well, maybe then I'll reconsider how competent they are. I doubt we see that.
