Its not about the rounds its about the players/prospects that will be on the board.  Last years first round pick was not the same value as the year before when Luck was the 1st pick, same with the 2nd pick.  Bortles is just as good as any prospect in this draft IMO and if you can move up in rounds 2 and 3 and still get him its a good deal IMO.
