At the very least this is leverage on the part of Stan Kroenke.  Up to now,  there hasn't been urgency on the part of the city of St. Louis and the state of Missouri in terms of coming up with a long term solution to keep the Rams in the St. Louis area.  Unless this changes in the next 12 months,  the Rams future in St. Louis is in serious jeopardy.

 

 If Kroenke attempts to negotiate in good faith and the city/ state doesn't come close to a viable plan to keep the Rams in the St. Louis area,  Kroenke could then go to the league saying that I tried to works things out in Greater St. Louis but it takes two sides to make an agreement a reality.   That would open the door for Kroenke to potentially get approval for a move from at least 3/4 the NFL owners,  which is what's required.   Of course,  the NFL is going to want a very large relocation fee,  especially if the move is to Los Angeles.  The bottom line is the Rams could be leaving St. Louis but plenty has to happen for this to occur.    My gut feeling is the Rams will end up remaining in the St. Louis area but many twists and turns probably will occur along the way until an agreement is signed.
