The problem is the team has been flushing high picks on bad players for years. You only have so many picks each year and if you're constantly reaching for bad players because you can't evaluate talent and only what you think your team needs them you're never going to be good.

I've always contended that every franchise has misses with high picks, even the ones with good front offices.

What makes good franchises are:
1. FO that can identify diamonds in the rough for at least 1 major position, if not 2. Too many positions on a team, can't use high draft picks for all of them.
2. Coaches that can develop younger players. Can't pay everyone, even the guys you draft/develop and who become fan favorites.
3. Play callers that don't require every player to win on nearly every play (as in McCarthy's Packers). They often can scheme some easy plays/situations.

Great franchises typically have the above and normally luck into a Hall of Fame QB.
