But I think Howard is the one guy I'd make a move for, and at this point, he's the one guy I'd offer more than a 3rd round pick for.

Sports Illustrated's Albert Breer is reporting that the Patriots already inquired about Howard and were told by the Bucs that he is not on the trading block.
