The thing is, a head coach isn't going to make a decision based on how they are "judged" by the fan base.  The head coach will make a decision based on performance in not only games, but in practice.  The only real "judges" that they have to face is perhaps the GM and the owner.

A GM is only going to be "judged" not by the fan base, but rather by the owner and possibly the coaching staff for the talent that they bring in and the cost of said talent.

It isn't out of the question to keep Foles on the bench if Minshew plays well next week since (in my opinion) he seems to give the team the best chance to win.  It doesn't matter how much they are paying Foles.  However, if there is something in practice than nobody else sees that justifies switching quarterbacks then the change will happen.

The bottom line is, a decision to play somebody is not based on salary, experience or draft position.  It's always about which player at ANY position gives the team the best chance to win.
