What would it take to trade Minshew?

In all reality, does anyone know if the GM has complete authority to finalize trades or does it vary from team to team?  I mean, say Caldwell wanted to screw the Jags (and go to the Redskins).  Could he pull off that trade with no other approvals form within the Front Office or does Coughlin and/or Khan legally need to sign off as well?  What about other teams such as the Patriots -- Does Belichik have complete authority to make deals?  I don't think that is the case since Belichik was against the Garrapalo trade.  Must be the Owner that needs to sign off on all trades ?????

There's at least one person on here that would trade Minshew for Haskins straight up. He hasnt seen enough from Minshew but thinks Haskins is going to be the guy
