I still see a good chance that Minshew stays on the team as a backup or even an interim starter because he's cheap and has shown he can help win games. I could see a new staff trying to trade Foles but if unable then keeping him on the roster for another year while they groom a draft pick. Minshew's role is most likely not as a franchise QB but as a long time trusted backup and a great guy to have in the QB room.
