If Minshew pops his ACL, he's roughly the same player coming back, physically, that he was when he went out. He's not exactly a blazing athlete in the first place, and a lot of his runs are successful because he waits long enough that the defense is spread out and can't converge on him right away.

If Murray pops his knee badly enough, he goes from a dynamic dual-threat to a 5'9" pocket passer. Yes, the ceiling is sky-high, but so is the risk of ending up with a badly broken QB.

What makes Murray special isn't his legs. He makes throws only about 3-4 guys in the whole league can make. He has special arm talent.

Also, you must have missed where Watson tore his ACL like 2 times and is still the same dude.
