The only time it would matter is if you have an owner/GM that has bad ideas about team building, like believing in needs based drafting. There's a big advantage for having an owner as the GM, though, which is they never have to worry about being fired and can truly treat the draft as it should be, which is as a way to acquire elite talents that you can't actually find in free agency because truly elite talents never hit free agency. An owner GM can draft purely thinking toward the future.

That being said, there's probably nothing worse than having an owner GM that thinks the draft is for getting bodies into roster slots regardless of their ability compared to other available draft prospects of positions of lesser need.

Taven Bryan is a great example of needs based drafting, though they thought they'd need him a year out. Turns out he might never actually be a great player but they passed on an MVP QB for him because they already had Bortles.

BAP drafting 



All 32 teams consider needs with their picks. They are all willing to pass on higher rated players to take a similarly rated player at a position of need. This is reality regardless of who is running our front office next year.
