This stuff is bull [BLEEP]. Khan spends when he's asked to, he waits when he's asked to, and he's putting money into this Podunk small minded town while figuring out a creative way to keep his profits increasing and the other owners off his back for being in a small market. He's the perfect owner for this team, the team (including the GM and HC) need to do their part and win some more games.
