None of those three were number one overall picks, so the teams they landed on didn't have to suck to get them.  Trying to get the #1 pick so you can draft a particular player is a horrible idea, because it means you have to have the worst team in the league, and that is not the path to the Super Bowl.

Bucs and tacks recently had the #1 and #2 overall picks.
Neither of those guys worked out. And those teams are now operating with FA veterans in hopes to win a SB.
Baker Mayfield didn't exactly launch his team into prominence. Neither did Sam Bradford...
Jamarcus Russel... Alex Smith...
David Carr and to some extent guys like Stafford and Goff haven't exactly done much except dig the teams from the cellar into middling.

I hate it when people want to "suck for" a player. Hell, it really didn't work out for the clots either.
You try to improve your roster every year at any position and get better not worse. Take your QB when you need to where you need to. Watson and Mahomes look to be working out for the teams that took them instead of sucking on purpose.
