Jaguars have the worst odds to win the Super Bowl, so I reckon that means best chance at #1 pick as well.

I think there are worse teams or teams that should equally be in that discussion, but the small-market team is easy to pick on. 

Miami is not going to set the world on fire with rookie Tua/Fitzpatrick
Cincy is not making the playoffs with rookie Joe and a brutal division
Jets are going nowhere
Tyrod isn't taking the Chargers to the playoffs
Redskins still need a QB
Giants/Daniel Jones are on par with the Jags
Lions are the Lions
Bears may fizzle again
Rams outside of two defensive stars aren't as talented as Jags
