Sure, but I'm not talking about Jacksonville. 

I'm talking about larger markets where the curve may not have flattened enough by late summer for the league or the local government to justify gatherings of 60K people. 

If six teams out of 32 aren't permitted to have attendance at home games, how is the league going to move forward with a season? 

I'm just spitballing potential issues here, and I think this could be one.

I can only speak for Jacksonville and Pittsburgh in which I attended many home games in each city.  Pittsburgh has even more attendance within the 50-64 year old range since these were the people (loyalists) that were 10-20 years old when the Steelers when they won 4 super bowls in the 1970.  We have a younger attendance here in Jacksonville because kids can pick up tix off the street for $20 and just party in the bud zone.

I imagine the NY and Boston fanbase resembles the Pittsburgh fanbase because you need $$ to go to the games and this is the age bracket (empty nesters) that have $$ and enough energy to care about going to the games.
