Nope. I'm implying that Trump would rather, heading into the final stages of election season, show assertive behaviors that divert attention from what has gripped the country (i.e. 100k US deaths in 3 months, cracked & dented economy, etc.).

An excellent diversion tactic.

What organization takes a large sum of money from the US every year is directly responsible for 100k deaths and the dented economy?

I wouldn't call that "diverting attention", rather I would call it "addressing part of the problem".
