I wouldn't call that "diverting attention", rather I would call it "addressing part of the problem".

This whole "directly responsible" rhetoric is a bit cloudy. But hey, let's throw out the UN in for good measure too.

Go back and look at what was put out by W.H.O. back in January, February and March.  The "information" that they put out pretty much is what China told them to put out.
