Not sure if that's a serious question.
Local police are the first line of defense.
If they are overwhelmed, they can call the national guard.
If the national guard is overwhelmed, they can call the army.  
Having the president skip all the way to "let's call the army," against the wishes of mayors and governors, is very concerning.  
Eisenhower did that in Little Rock, but, is this really the time and place to repeat that?

Trump hasn't called in the army. Based on how he acted in April, he won't. Although he threatened otherwise, he respected the right of states to decide for themselves how to handle the pandemic. I see both statements as his attempt at shaming the state governors into doing their jobs. He's a professional salesman, not a professional politician.

BTW, the last time the US military was called in during a riot was by Bush 41 after the Rodney King verdict. 60 people were killed during those riots. Several people have been killed so far by rioters this time, but we're not up to 60 ... yet.
