It's plausible he intentionally flopped, but he also cracked his skull in the process. 
Even if he did flop, is it appropriate for the President to comment on it at all? If he must comment, shouldn't he say something like, "we never want to see police use excessive force and we are watching local officials as they figure out what went wrong here, if this was excessive force or something else."
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.
