There are no accusations of fraud in this case, but of an overwhelmed and poorly planned system. These ballots were disqualified, not incorrectly tabulated.

OMG!  Really!  Not counting votes (which may not go your way, you the person or persons equally responsible way) is not fraud?  Get a grip RJ!
