The other house wasn't searched at the time because they didn't have resources to hit all the houses at the same time. The phone calls state why only 1 house was shot. The other criminals don't shot at the cops per their own words. The guy who shot at the cops wasn't apart of their group, or whatever you would call them, and he thought he was being robbed. Their own words say she was in the hall.

It was unfortunate that she was shot and killed, but when you surround yourself with criminals this stuff can happen.

This gets back to police being trained incorrectly. While no one knows the exact sequence of events from when the door was broken down, if someone inside a building is shooting at police who are trying to get inside that building, the police are obligated to slow down and let the situation be at a standoff for a little while. Make sure the person inside understands that he's dealing with the cops and not a gang.  Give the person a chance to make an informed decision to surrender.  Police standoffs happen all the time.  This is not some advanced, secret knowledge.
