You mean the overwhelmingly right wing police forces and unions? 

Police have a deliberate tactic of bottle necking protesters and tear gassing them. tactics like these help cause mayhem and riots, not prevent them. If you want to do some reading you should dig into the history of protest policing and Israels influence on how american police forces operate.
