The offense snaps it as soon as possible once they are all set to catch the defense off guard. If offense isn't set then it's illegal procedure. Once again, why does the defense dictate the speed of the game? Just doesn't make any sense. The pnly argument is that it increases injury risk, yet no one can come up with any proof
