NCAA rules do not allow for the amount of practice and football study time required for the defensive players to act in the multi roles required to counter these substitutions. They coaches should be allowed to counter substitutions with players trained to defend those positions.

 
There is already a rule in place that states that if the offense substitutes players the defense is given time to substitute as well.  The official simply doesn't mark the ball as ready until they have had a chance to do so.
